BYELAWS
2003 1.
Ages The
age of players is determined on 1 January and 1 December
each year for boys and girls respectively. Example:
if a boy player turns nine on or 1 January, the player turns ten on the 1
December, the player is eligible to play in the under nine division. This
rule applies to each age group. 2.
Registration a)
Registration
cards All
players who are with the are groups under 7 to under to under 17 must be
registered with Lenasia Soccer League. Cards will only be issued if a player has
presented a certificate of his original birth certificate and two identical
passport size photographs to the administration office. The onus is on the clubs
to ensure that copies of the birth certificates are legitimate and photographs
correspond to the players. A turn around time of three working days must be
allowed for the issue of registration cards.
b) Transfer
and Clearances Any
player transferring from one club to another must produce a clearance
certificate to show that the player has honoured all his obligations to his
previous clubs. This clearance certificate his old registration card must be
submitted to the administration office before a registration card will be issued
in the name of his new club. The disciplinary committee as set out in the
constitution will deal with any club playing a registered player of another club
without obtaining a clearance certificate.
c) Closing
date for registration ·
Bulk registration will be processed on affiliation
and thereafter a fee of R20-00 per card will be levied. ·
Bulk registration per division are as follows: ·
Under 7-10 players ·
Under 9-12 players ·
Under 11—15 players ·
Under 13-15 players ·
Under 15-15 players ·
Under 17-15 players ·
Under 15-15 players The
closing date for registrations will be one week before the commencement of knock
out games.
d) Lost
Cards The
LSL must be notified immediately if a player’s card I lost. A new registration
card will be processed on receipt of two passport photographs and a fee of
R20.00. no proof of birth date is required. 3.
Age
Restriction of players No
player in the under 7 and 9 age groups will be permitted to play any competitive
football unless special dispensation is granted by the committee. 4.
Re-
scheduling of Fixtures ·
No postponements will be allowed ·
Any fixtures that need to be changed must be played
before the schedule date, subject to both teams agreeing on the new date. ·
The team requesting the postponement must notify the
administration office of the change. ·
Any breach of the above rules will be subject to
disciplinary action. 5.
Team
Returns ·
Team returns must be completed in duplicate for all
matches. One copy for the referee and the duplicate copy to opposing coach. ·
Team management will exchange team returns with each
other 5 minutes before the schedule kick- off time, so that the player’s cards
can be checked. ·
The referee will submit the team returns to the
administration office within 3 days of the game being played. 6.
Results All
results must be submitted on the prescribed official results form to the
administration office by the third day after the game. If no results are
submitted from either club within that time, a score-less draw will be allocated
to both clubs. 7.
Teams
Retiring or Withdrawing ·
Any team withdrawing from the league will forfeit the
affiliation fee and the club will be subjected to a R100.00 fine per withdrawn
team. ·
In the event of a team withdrawing before the
completion of the first round of the league, the record of this event of a team
withdrawing after the commencement o the second round, opposing teams shall
awarded the points in matches scheduled but not played subsequent to withdrawal. 8.
Points ·
Points will be awarded as follows: ·
3 points for a win ·
1 point for a draw ·
No points for a loss 9.
Late
Arrivals ·
Teams arriving late after the allocated kick-off will
be subjected to a disciplinary action. Each half will be reduced accordingly to
ensure that the next game is not delayed. Late arrivals must be reported on the
referees team return. ·
Teams not arriving to fulfill fixtures will be
subjected to a disciplinary hearing and an automatic R50.00 penalty will be
imposed without the right to appeal. ·
Teams arriving more than 15 minutes late will
for-feit the game and the opposing team will be awarded the three points. 10.
Rules of the Game All
the rules applicable to the game of soccer will apply with the following
amendments: ·
Harassing of goalkeepers is not allowed ·
There is to be no coaching or standing behind goal
line by managers, coaches or supporters. ·
No referee may coach while in control of a game. ·
All rolling substitutes must be made at the halfway
line & from one side of the field.
a) Under
7 (seven –a-side)
·
There will be a maximum of 7 players per team with 3
rolling substitutes ·
Rolling substitutes can rotate as often as the
coaches see fit. ·
The size of the ball for under 7 will b size 3 ·
Games will last 30minutes with 15 minutes each way
and a 5-minute interval. ·
There will be no offside rule. ·
Thee will be no out ball throws. A free kick must be
taken from the sideline. ·
There will be no penalties awarded. ·
Coaches are allowed on the field during games. ·
Where a free kick is given, the opposing team I a
retreat 5 metres from the ball. ·
The goalkeeper may roll or dribble the ball before
kicking the ball into play.
B)
Under 9 (nine-a-side) ·
There will be a maximum of 9 players per team with 3
rolling substitutes. ·
Rolling substitutes can rotate as often as the
coaches see fit. ·
Games will last 30minutes with 15 minutes each way
and a 5-minute interval. ·
Where a free kick is given, the opposing team I a
retreat 10 metres from the ball. ·
There will no offside rules. ·
Where penalty is awarded, it will be taken in line
with the normal penalty mark.
C) Under11
(eleven –a-side)
·
There will be a maximum of 11 players per team with 3
rolling substitutes. ·
Rolling substitutes can rotate as often as the
coaches see fit ·
The size of the ball will be size 5. ·
Games duration will be as follows: ·
Under 11 games will last 40 minutes with 20 minutes
each way and 5 minutes interval.
d) Under
13 to 17 (eleven-a-side) ·
There will be a maximum of 11 players per team with 3
rolling substitutes. ·
Rolling substitutes can rotate as often as the
coaches see fit ·
The size of the ball will be size 5. ·
Games duration will be as follows: ·
Under 13 games will last 50 minutes with 25 minutes
each way and 5 minutes interval. ·
Under 15 games will last 60 minutes with 30 minutes
each way and 5 minutes interval ·
Under 13 games will last 70 minutes with 35 minutes
each way and 5 minutes interval 11.
Cup Matches ·
No under 7 and under 9 player may participate in cup
matches ·
Teams returns must be submitted for all cup games. ·
Once a player has played in a cup game, the player is
redeemed “cup ties” and may not play in a
cup game for another club. ·
The duration for cup games will be as laid down in
rule 10 c).
In the even of a draw , 10 minutes each way extra time shall be played with the
golden goal rule applying i.e. the team that scores first is the winner. If
there is still no results after the whole period of extra time a penalty shoot
out will take place. Five penalties by five different players will be taken. If
the match I still tied after the penalty shoot out, different players will take
penalties until a result is reached (sudden death) 12.
League Winners ·
Teams with the highest points will be declared the
winners. ·
In the event of a tie (equal points, same goal
difference), the teams will share first place. The toss of a coin will determine
which team keeps the trophy first. 13.
Floating Trophies ·
The manager of each team winning a trophy will sign
for the receipt of the trophy. Each club is responsible for returning the
floating trophy in good condition by the end of July the next season. Clubs will
be held responsible for any damages to trophies that are in their possessions. 14.
Referees ·
the Lenasia Soccer League shall appoint referees to
officiate games. ·
Referees will be set at the beginning of the season. ·
Referees are to be paid before the commencement of
the game. ·
If the referee is not present 5 minutes before the
scheduled kick-off time, it is incumbent on the team mangers concerned to notify
an official of the LSL so that another referee can be appointed. ·
If a
referee submits a written report regarding abuse of any form an automatic fine
R200.00 will be imposed without the right of appeal. ·
If a referee is assaulted by any of the player or
supporter an automatic 1 year suspension will be imposed on the team and further
disciplinary action will be taken against the respective club. ·
The referee’s decision is final. 15.
Complaints ·
All complaints must be lodged in writing with the
secretary within 72 hours of the game being played. ·
The complaint must be accompanied by a R50.00
deposit, which is refundable, if the complaint lodge is successful. ·
The right of appeal may be granted. Important
